We are seeking someone with a proportionate share of education and work experience in municipal infrastructure design combined with asset management experience, preferably in a municipal setting. The Opportunity The Engineering Department is currently accepting applications for the Manager, Asset Management, Land, and Integrated Infrastructure Services opportunity. Reporting to the Director, Engineering, the Manager is accountable for the integration and implementation of all Infrastructure related strategic plans, and Engineering business plans, that ensures the long-term sustainable growth of the City of St. Albert in addition to stewarding the corporate municipal infrastructure asset management portfolio that includes land assets. The incumbent will liaise with other Department Heads, private developers, consultants, contractors, external agencies and utility providers to ensure that municipal infrastructure is developed in a manner that supports the growth imperative using sound technical and fiscal management practices. This position provides the lead direction in evaluating all Infrastructure opportunities that support the council directed growth initiatives of the City of St. Albert, as well as provides insight and implementation strategy on how the existing infrastructure assets owned and operated by the City of St. Albert can be best managed in a sustainable way. This position is the node that integrates all infrastructure requirements of the City and works collaboratively with operating departments.The Manager will attend City Council and committee meetings as required to provide information and advice to Council regarding issues and opportunities related to long-range municipal infrastructure growth planning and the Off-Site Levy Framework. The Manager directly oversees several staff and will provide direction, guidance and feedback to their team. The position ensures branch staff receive the training and mentorship required to carry out their responsibilities, and that services continue to be provided to the community at large in a prompt and professional manner. Qualifications • Bachelor’s degree in Civil Engineering with a minimum of eight (8) years combined experience in management, municipal growth and development with extensive experience in integrated municipal infrastructure management and implementation or Civil Engineering Technologist diploma with a minimum of ten (10) years relevant experience. A combination of education and experience may be considered.• Experience leading/managing a team.• Professional Engineer/Licensee (P.Eng. or P.L (Eng)) registered with, or eligible to register with APEGA is preferred. CET designation with ASET along with eligibility to register with APEGA as P.L.(Eng.) or equivalent may be considered. Asset Management Certification and/or Land management designation would be an asset.• Significant understanding of the development industry and practices employed to serve municipal growth, land and asset management will be an asset.• Understanding of municipal asset management concepts and experience in leading or contributing to corporate Asset Management team would be an asset.• Excellent computer proficiency in terms of the Microsoft Office suite, project management software, ArcGIS and knowledge of CMMS software.• Knowledge of advanced computer modeling applications is essential, such as for water, sewer, storm and transportation assets.• A valid Class 5 Drivers License and a personal vehicle for work use is required. Hours of Work We offer a compressed work schedule of 72 hours bi-weekly (Monday – Friday with a regular day off [RDO] every two weeks). Please note the incumbent must be able to work extended hours to meet deadlines and urgent requirements. Compensation $115,601 - $140,257 per annum. In addition, the City of St. Albert offers a generous and comprehensive flexible benefit package.
