The Opportunity:

Our Human Resources, Safety & Environment department is seeking to fill the permanent position of Manager, Labour Relations and Advisory Services.

The Manager, Labour Relations and Advisory Services is a key subject matter expert for employee relations, corporate policies and practices, recruitment and retention and project implementation for the organization. The Manager leads a team of business partners and recruitment professionals in providing expert solutions and service to internal client groups. The position ensures the consistency of policy and practice application, advises and co-leads collective bargaining, provides labour relations advice, and guides the attraction, retention and motivation of employees through the provision of valued HR services.

Reporting to the Director, Human Resources, Safety & Environment, the Manager provides leadership to the entire organization regarding the design, execution and measurement of people and the implementation and optimization of programs and solutions. The Manager leads initiatives pertaining to labour relations, organizational design and business implementation. As an agent of change, this position is pivotal in setting direction and ensuring implementation around the key elements of our talent management strategy and corporate business plan initiatives. The incumbent is expected to lead/chair collective bargaining under the direction of the Director, Human Resources, Safety & Environment.

The individual we seek has a strong understanding and practical experience in labour and employee relations, employment law, human rights, legislation and application, employment standards legislation, labour relations code, Occupational Health & Safety legislation, municipal best practices and policies. The individual also has a background in implementation of organizational development initiatives to support Talent Management. Strong people skills and operational management capabilities combined with a strong understanding of financial analysis and strategic HR planning are essential for success in this position.


• A Bachelor’s Degree in Human Resources, Commerce, Labour/Industrial Relations or a related field. A Masters degree in a related field is an asset.
• A minimum of 7 years of related experience to include: labour and employee relations, policy development and implementation and performance management to include a minimum of two (2) years supervising employees/teams.
• An equivalent combination of education and experience may be considered.
• A Chartered Professional in Human Resources (CPHR) designation or equivalent is required.
• Experience in Organizational Design or a related field is preferred.
• Experience with other disciplines of human resources (e.g. recruitment, organization development, compensation, etc.) is preferred.
• Experience as chief negotiator in collective bargaining is an asset.
• Strong organization and project management skills with the ability to deliver quality results within deadlines.
• Strong analytical, planning, and financial management skills are essential.
• Strong leadership skills, including the ability to provide staff with vision and motivational direction in obtaining clearly defined goals.
• Strong communication, business acumen and ability to build relationships and engage stakeholders.
• Fully proficient in the use of Microsoft Office applications and Human Resources Recruitment/Information systems (HRIS, ATS).
• A Class 5 drivers licence and the use of a personal vehicle for work use are required for this role.

Hours of Work:

We offer a compressed work schedule of 72 hours bi-weekly (Monday - Friday, with a regular day off [RDO] every two weeks). Please note that this position is required to work extended hours from time to time and to attend outside business hour meetings, and/or address urgent requirements. This can result in the incumbent being unable to take RDO’s at certain times and there is no eligibility for overtime.


$111,114 – $134,814 per annum. In addition, the City of St. Albert offers a comprehensive benefit package including a defined benefit pension plan. Candidates not meeting the full qualifications may be considered for a development opportunity at a lower rate of pay. Development salary range is $102,486 - $123,586 per annum.
